1. Why MoRTH Formulated the BPAN Framework
India’s electric vehicle ecosystem has experienced exponential 45%+ year-on-year adoption. However, this growth uncovered three critical regulatory blind spots:
- Emergency Response & Thermal Runaway: Under extreme summer ambient temperatures exceeding 45°C across Delhi-NCR, Rajasthan, and Central India, emergency responders and fire authorities had zero immediate means to identify whether a burning vehicle contained NMC or LFP chemistry, or what extinguishing agent was certified for that pack.
- Extended Producer Responsibility (BWMR 2022): The Battery Waste Management Rules legally mandate vehicle OEMs to collect and recycle 100% of expired battery packs. Without an indelibly stamped serial number linked to national portals, cradle-to-grave tracking was unenforceable.
- Pre-Owned EV Fraud & Battery Swapping: Used EV buyers previously possessed no independent method to verify whether a seller had secretly swapped out a high-capacity original pack for a degraded or refurbished scrap battery.
2. Anatomical Breakdown of the 21-Digit BPAN Code
Under MoRTH Annexures I through IV, the 21-character alphanumeric code is partitioned into 7 distinct engineering data fields:

3. National VAHAN & AIS-156 Amendment 3 Integration
Under the phased roll-out plan, the Automotive Research Association of India (ARAI) and ICAT require all new type-approval homologations to submit BPAN serial logs. When you register a new EV or transfer ownership at an RTO, the BPAN is linked to the vehicle’s permanent RC record on the VAHAN 4.0 portal.
This integration ensures that insurance claim adjusters, fire investigators, and used car valuation algorithms can verify authentic battery data in milliseconds without dismantling vehicle body panels.
