What is BPAN? India's Battery Pack Aadhaar Number Explained

BPAN stands for Battery Pack Aadhaar Number. Just like Aadhaar is a unique identifier for every Indian citizen, BPAN is a unique identifier for every EV battery pack manufactured or sold in India.

Positions 17–21

The final 5 characters consist of a single-character factory code (position 17) and a 4-digit sequential serial number (positions 18–21). These identify which specific production line and unit number the battery pack came from.

Why Did MoRTH Introduce BPAN?

India's EV market grew by over 45% in FY2024. With millions of battery packs entering the market — manufactured in China, Korea, India, and elsewhere — the government needed a traceability system. The BPAN draft guidelines were released in September 2025 to solve three specific problems:

Fire Incidents: Several high-profile EV fires, particularly involving NMC chemistry packs in summer heat, highlighted the need for chemistry identification on the battery label itself.
Recycling Accountability: Under the Battery Waste Management Rules 2022, manufacturers are responsible for end-of-life collection. BPAN creates a traceable chain from production to recycling.
Consumer Protection: Secondhand EV buyers had no way to independently verify battery age or chemistry. BPAN makes this information publicly decodable from the label itself.

When Does BPAN Become Mandatory?

As of February 2026, the BPAN regulation is in draft stage. MoRTH has not yet issued a formal notification mandating BPAN labelling. However, major manufacturers are expected to begin voluntary compliance ahead of formal notification. Once notified, all new battery packs sold in India will require a BPAN label.
